Proposal Writing That Wins More Government Contracts
Freelance Writer With Over 28 Years Experience as a Federal Employee in Procurement, Policy and Program Management
Successful proposal writing is getting to the point fast with the biggest benefit your solution offers. You need to understand the Source Selection Official's (SSO) hot buttons regarding the Request for Proposal (RFP) he's issued. You can be the solution provider he's been searching for.
The SSO may be hurried for time with many proposal packages to review. In your technical proposal, the key is clearly and quickly persuading him that:
- You understand the problem
- Your product/service is better than the others
- You meet the new requirements
- Your solution is low risk
In addition, you must also show:
- You offer the best solution
- You will work with the offerer to ensure their success
- You can help them serve their clients better and faster
If you want to win the contract, build a consistent theme that's in the RFP and weave it throughout entire proposal document. Your proposal writing must be clear and simple - a non-technical reader is most likely the decision-maker.
It's critical to follow the RFP instructions exactly - note the font size and style requested; any page limits; and agency-specific insider language. There's no guarantee that even a well-written proposal will win everytime...but it'll win more often than a badly written one!
I retired from the U.S. Federal government with more than 28 years experience in:
- Policy/report/case study writing
- Evaluating technical proposals for air traffic control systems and integrated physical security solutions
- Performing COTR duties for multi-million dollar FAA contracts
- Program/project management for information system security, risk management analysis and vulnerability assessments
- Leading national, multi-agency teams to solve policy and security problems
- Developing requirements for hardware and software solutions
Nancy E. Wigal, owner of Purposeful Marketing:
I worked for the U.S. Federal Government for 28 years. I was a soldier in the Army, an civilian electronic technician for Department of Defense and the Federal Aviation Administration. I also worked as a program/project manager, policy writer and Contracting Officer's Technical Representative (COTR) for the FAA, and I wrapped up my career at the Transportation Security Administration as an Aviation Security Inspector in the National Explosives Detection Canine Team Program under the Federal Air Marshal Services Division.
I create and revise the copy in your technical proposals for increased results. If you can't reach your target audience, you won't get contracts, task orders or the money you need to expand your business.
Many companies focus on product/service development. That's important. But if the SSO doesn't understand what you offer, or is confused, he's off to your competitor, still hoping for the best.
